The Doverbrook Apartments sit empty on a recent August afternoon. Move-in for tenants has been delayed since May, but a new waitlist is reopening on Thursday, according to the project’s leader. Move-in is expected to follow.
KONNER METZ/STAR DEMOCRATEASTON — After a months-long delay, move-in at the Doverbrook Apartments may finally be imminent, according to the project’s leader.
Don Bibb, executive director of the Housing Commission of Talbot, told Â鶹´«Ã½ on Aug. 28 that the 64-unit complex will open its waitlist on Thursday morning.
The units, run by the housing commission, were completed in the spring, but they have been empty all summer due to a snag between the commission and the U.S. Department of Housing and Urban Development, or HUD. The holdup centered on whether the commission gave proper public review time for its housing choice voucher plan, which outlines waitlist rules and how the complex will assess voucher and income eligibility, among other things.
Bibb said “it took some deliberation†among HUD’s Baltimore field office and its headquarters before they determined the Doverbrook project met the public review requirements.
He expects move-in to begin soon.
“We know September is going to be a fairly busy month for getting folks approved and moved in,†he said.
In April, 145 people applied for the complex’s waitlist. That list will now be scratched, Bibb said. The housing commission will reach out to those that applied for the first waitlist, he added.
The complex was closed in December 2023 for renovations and expansion. Returning residents, who have been temporarily housed by the commission in St. Â鶹´«Ã½, will retain priority, Bibb said.
As part of the housing choice voucher plan mandated by HUD, residents will have to undergo income- and voucher-based verification to be approved.
Waitlist applications will open Thursday, Sept. 4 at 8:30 a.m., Bibb said. Applications will be fielded at the Housing Commission of Talbot’s office on the site of the Doverbrook Apartments at 705 Dover Rd.
Bibb said anyone looking to apply for the waitlist should bring with them income verification, birth certificates, social security cards and bank statements.
